A distinction has to be made between cross-border commuting and commuting within Belgium. 

There is a special vignette for foreign workers who work in Belgium in vital sectors or have a crucial profession. On the basis of this vignette, these workers are not detained at the border. A list of the Belgian essential professions can be consulted here. 

The vignette can be downloaded via this link. The vignette must be printed in colour and have an employer's stamp on the back. 

If it cannot be demonstrated that there is employment in a vital sector or that the employee has a crucial profession and that a cross-border commuting must take place, this form, drawn up by the Belgian authorities, can be used by the employer to demonstrate the employment relationship with the employee. It serves as proof that it is necessary to cross the border in the context of the Corona crisis. Please note that, for the time being, it is not compulsory to draw up these certificates.
