# Horizon Europe – Pillar 2: Civil security for society

**Horizon Europe’s Cluster 3 Civil Security for Society** supports research and innovation that enhances the safety, security, and resilience of citizens, communities, and infrastructure against a wide range of risks and threats.

 

 

 



  
 Supports projects that address major security challenges, including crime prevention, terrorism, cyber security, disaster resilience, and critical infrastructure protection, by developing innovative technologies, methodologies, and collaborative frameworks to improve crisis management, threat detection, and response capabilities. Proposals must involve at least three partners from three different EU or associated

##### Project duration:

- 12 to 48 months

##### TRL:

- Research & Innovation Actions (RIA): 2-6
- Innovation Actions (IA): 4-6

1. Better protect the EU and its citizens again crime and terrorism
2. Effective management of EU external borders
3. Resilient infrastructure
4. Increased cybersecurity
5. Disaster-resilient society for Europe
6. Strengthened security research

 

 


#####  Funding percentage:

- RIA: up to 100% for all participants
- IA: up to 70% (up to 100% for non-profit legal entities)

##### Average support per project:

- 2M € up to 20M €

- Call for proposals
